Effect Maker's  JSDragMenu (Legacy)

A customizable menu which may be dragged to any place on the page (see the blue menu to the top left). It has the following features:

You can set the background, the rollover, the link and text colors.

You can use plain text as well as links for the menu.

You can define the menu width.
